House passes bipartisan bill aimed at improving communication with veterans

The U.S. House of Representatives has passed Congressman John Duarte’s (CA-13) Clear Communications for Veterans Claims Act, H.R. 7816, with unanimous bipartisan support. This legislation aims to enhance the communication between the U.S. Department of Veterans Affairs (VA) and veterans regarding their healthcare, education, and disability benefits.

The bill, introduced by Rep. Duarte on March 26, 2024, is co-led by Veterans Affairs Committee Chairman Mike Bost (R-IL) and Congresswoman Nikki Budzinski (D-IL). It has garnered support from several veterans organizations including the National Organization of Veterans Advocates, the American Legion, and Disabled American Veterans.

"I’m proud to see the House pass my Clear Communications for Veterans Claims Act," said Rep. Duarte. "This bill will ensure the VA provides veterans clear and concise guidance to get their healthcare and disability benefits."

Congresswoman Budzinski emphasized the importance of simplifying VA correspondence: “Every day, my office hears from veterans who are struggling to access the benefits they’ve earned because of confusing processes and overcomplicated documents.”

Chairman Bost highlighted his personal experience as a veteran: “As a veteran, I know firsthand how complex VA’s disability claims process can be... Rep. Duarte’s bill would rightfully require VA to figure out ways to reduce red tape for veterans.”

Local veterans groups have also expressed their support for the legislation. Joshua Christopherson, Fresno County Veteran Service Officer stated: “This bill reflects an unwavering commitment to enhancing the lives of those who have sacrificed for our nation.” Christopher Watts from Stanislaus County Advisory Commission added: “Legislation like this is critical to easing the transition from soldier to civilian.”

Currently, veterans receive lengthy and complicated written communications from the VA regarding benefit claims which often contain legal jargon that can lead some veterans to abandon their claims. The Clear Communications for Veterans Claims Act mandates that the VA improve its communication by contracting third-party and federally funded research centers to simplify these notice letters within 90 days.
